What likely happened is that everything thought it would sell a ton, but it didn't, thus JAzwares ditching the 1:12 license because it was too costly for the sales it was getting. Jazwares didn't renew the license as it was written (there is an agreed amount written years ahead of time based on projections) and tried to renegotiate the price, but Epic wanted too much money. Epic then needed to shop the license around again.
Hasbro expressed interest and would have been given the sales data by Epic, and Hasbro probably saw that sales would be enough to cover the licensing/royalty costs because they're a much bigger company.
Licenses can and are written to make each scale and toy type as a seperate license. When a toy company gets the rights to make toys of multiple types, it's called a master license.
