Ultimately, the Super7 line is good if you like how it remakes the Playmates line. The NECA line is good if you like the cartoon designs.
The strength of the Super7 line is in how it captures the textural sculpted detail of the Playmates line and enhances it with modern toy techniques. The turtles are good. Big chunky figures like Bebop, Rocksteady, Mutagen Man, Muckman, Baxter, probably Leatherhead (not out yet) are all excellent. A lot of people describe the best releases of the Super7 line as feeling like how the Playmates toys felt in your imagination as a kid. They're big, have great original sculpts, and all the details are painted.
Some of the releases outside of that are a little more underwhelming. Like Shredder and April both have kind of shiny plastic skin, where matte would have looked nicer. So I'd recommend being choosier with anything that isn't the turtles or a big disgusting monster. Check out reviews and decide if those are for you.
