Merch is an important part of creating an IP and making mad dosh. See how Marvel stopped making toys in order to make a quick buck by licensing their toys to start their movie studio.
You're making money and NOT using any of your own capital or any effort beyond hiring a lawyer to write a contract. It's easy as fuck and you take no risk at all.
So if you see a company NOT getting MERCH, it's either because it's like Rockstart and GTA or because no one thinks your IP is worth making merch for. Nevermind that stores like Walmart won't consider even carrying your shit if it's not connected to CURRENT media and/or has a built in audience that numbers in the millions.
So your if your IP has a niche audience, even if widely recognized, no toy company will want to make shit for it, because the IP holder wants more than it's worth. It's sorta like how no one makes Babylon 5 spaceships, because WB asks for way too much money for anyone to license it.
