DHL is a independent courier service and operate their own planes. Their planes have nothing but cargo on them so they're under different restrictions from commercial flights
EMS is a service offered by the national postal office, items sent by EMS get sent out on outgoing commercial flights, as there aren't enough commercial flights traveling to and from many locations due to restrictions the service has been suspended for many countries due to capacity problems(as in, there is little or no capacity available). When travel restrictions lift and the flow of people between countries returns to more normal levels, EMS(and SAL) should return.
