As long as it only talks when I manually trigger it to (like with a push of a button or something) and not if it's automatically triggered by something like being left alone for a bit or being around similar toys with a weird sensor (or like the shitty newer Woody toys that talk when his hat falls off)

Has anyone made a custom voice box for a toy? It’d either have to be big enough to fit the mini-speaker, batteries and hardware, or it’d have to a stand like the Force Effect gimmick or the Comm Tech from TPM, I suppose.

There's always something wrong with them. My South Park Kyle plush's voice box isn't sped up so it's normal sounding Trey, and my old Armada Megatron was sped up so he sounded small.

Not really. I tend not to use them very often to warrant the existence of the feature. I hate plush that have a voice box that you can't access without cutting it open, too.
