Stuff can only go on clearance at certain times, but Target and Walmart don't give a hoot about resellers. As long as someone is buying the stuff off the shelves, they don't care.
The reason Eternals are marked at $17 or whatever are because they are no longer in the "toys" section and are now classified as "clearance". The head of the toy department can put stuff in the clearance section to get them the heck out of their department and make room for new stuff. Both Walmarts in my area have fully stocked toy sections (dr strange wave and a million BS Landos) and the toys on the clearance aisle are still at full price.
The Eternals wave hasn't been allowed to be fully marked down yet, so they are in a weird limbo.
This allows more "toy" stock to move in, since the "clearance" aisle doesnt care what gets put in it
