Matt is the creator of all glyos, so anyone that makes anything glyos at least initially goes through him. One of the parts of that agreement, whether it's written or just among friends, is that Matt can rub anything if he wants to. As you can see, lots of times, he doesn't! There's tons of glyos compatible figures that Matt has never run a single version of for himself. But he always has the option to.
Beyond that some glyos figures are very much collaborations between multiple artists. The Armorvor, for example, had significant prototype work done by Marty. Because of this he was able to make tons of heads for it and has run the figure once or twice. Likewise Marty did the bulk of the sculpting and prototype work on the biomass monster, so both Pat- who designed it- and Marty- who helped in the initial stages of getting it worked up- run it whenever they want.

Matt allows people to use accessory molds fairly often. Anything beyond accessory molds is rare and on a case by case basis, like a special Kickstarter, or the glyan being the best available option for Kent to get the Darkness soldier out a couple of times.
It's all pretty laid back, and the worst someone can say is no. Pretty much all of the sister company guys are really chill and would probably let pretty much anyone run their stuff for the right reasons. Matt considers everything carefully and is always mindful of the market. My impression is that he doesn't want to oversaturate things and is very aware that the number of buyers is extremely small and could easily get overwhelmed, which is why he limits things the way he does.
