I personally am picking and choosing from the line for the same reasons: money and space. After the four turtles, I've picked up Rocksteady and Bebop, who are impressively giant although good luck putting that shield into Bebop's hands, and eventually convinced myself to pick up Mutagen Man who is, honestly, an incredibly done recreation of the original. I've heard Muckman is also awesome but I don't have a nostalgic connection to him so he got skipped.
As for Wacky Action turtles, I think the closest you'll get (currently) is Mikey's alternate head, which matches Wacky Action Raph's expression.
They might get a release in the future, or they might just be an extra head pack intended for the original turtles or something. The stated intent with the costumed turtles was alternate expressions that can fit on the original turtles too, so it's definitely something they're thinking about.
