a private company like 4chan or facebook are free to allow and disallow what they please. if people don't like it that's people's problem. But something like a government, something that represents the collective will of the people it governs, shouldn't be able to stop people from expressing ideas. no matter how idiotic and offencive they might be. Simply because it will be a waste of time and money.
