for example:
IP 1 -> IP 2 -> IP 3
all can happen with a like 5 minute delay.
IP 1 -> IP 2 -> IP 1
there will be a 30 minute delay to return to IP 1 in this case.
this way, if two people were sharing a pass and they tried to post at around the same time it would not work.
