Just having more special features like sjis would truly help set it apart imo. You want to give people a reason to come here, and that involves uniqueness.
If they have a concern for activity, maybe they could have pass-free posting days here every week or month. It would give them an excuse to advertise the board site-wide to attract more potential pass buyers, while kicking up the activity temporarily. More passholders would become aware of the board, and with every visit they would be more likely to be come regular contributors.
