Does a mod ever see a report on a porn post on /tv/ that's 4-5 hours old and think "heh, I'm just in time"?

Also please remove the report cooldown timer

There are JANITORS, MODS, and GLOBAL MODS.

Janitors are responsible for individual boards, they have lives too. They can't be your nanny.
Mods are responsible for 4chan in general, but have limited powers and active hours.
Global mods are few and far between and don't give a flying fuck about your fragile psyche.
