Although your idea seems interesting, I'm afraid there are some problems with it.
1. There simply isn't a large hangout userbase of /vip/. You mostly have hit and run posters who hang out for like a day and then never use this board again.
The actual population of this board when it comes to active users is about 10 posters, and most of us already know who each other is.
The 2nd issue is that /vip/ is a different kind of board that only specifically allows persons with passes to post. You can't run that sort of check via Discord, so who is to say that wouldn't be people from other boards, and other sites on that Discord/IRC? It happened in previous attempts to open up the board to cross board events, and it went to shit pretty darn quick because of the nature of bigger boards to bully smaller boards.
I think for right now, /vip/ needs to remain xenophobic until we can stand on our own and grow our culture base.
Then again, the other 9 active users may say different, what /vip/ endorses and actually takes time to give a hoot about usually comes down to a vote of we 10 users.
You could also, as a user of /vip/ decide to say "Fuck you active /vip/ user, I'm going to do it anyway" That sort of thinking is highly encouraged, as it actually accomplishes something without the time waste of gathering consensus.
Tl;dr.
My personal opinion: No.
What you should do: Wait for consensus of others.
What you should really do: Do as you will regardless of consensus or approval, for the sake of /vip/.
