They weren't detaining him, and he was legally in the right to be in that seat he had paid for, and the airline had no legal justification to remove him. If they aren't arresting you the police have no right to touch you unless they think you're actively endangering yourself or others, or committing a crime. None of which was applicable and why the officers were suspended, and the department condemned their actions.

Overbooking is handled before/during boarding, not after you've been boarded, and those overbooked are usually in "Standby" seats for if anyone doesn't show up. In this case they'd already fully boarded and then decided to bump 4 so they could transfer a flight crew.
