All businesses are built to be as inclusive as possible to generate as much profit as possible, and because free market capitalism is still the dominant ideology of the age our other institutions reflect that. Although there's probably also elements of liberal democracy (which like to be broad and open) in there.
I don't know, our society generally values inclusion over exclusion. Probably for the best, if you were going to decide to weight it one way or the other.
