I have been browsing /vip/ for couple of hours now and I can say that post quality on /vip/ is objectively better than on other boards.

Is it because of pay-to-post? Now let me tell you this, at first I was skeptical but I have since realized that pay-to-post separates all the homeless and generally cheap, underage scum from intelligent and informed people.
You get what you pay for and majority of users are just freetard scum who expect shit for free.
