This is not an excuse, they decided to have a yearly release because the fans cannot wait, but actually THEY CAN and it's better waiting for something great. They literally could every year animate every pokémon and then use those new animations in a big game which is should have been S/S. We can even point out that it's not GF itself to animate, as are you saying, so they have no excuse neither in this, yeah it will cost more, but the result will let the game sell more, and you will have nice animations for the future games.
