You literally go to the Rhyhorn racetrack on Route 22 next to Santalune and the NPC's on the Route comment on it. You just can't enter it. There was 100% supposed to be a racing minigame there.

Using citra is one option, there's a site https://noclip.website/ which you can scroll around in 3D game environments in your browser for free. You need WebGL2 which my computer can't use because it's old and slow. I don't know if it has XY, but there were a few games I saw like SSBB on there.
