but to answer your question, I could see that. I've thought for a while that Gym Leaders were intended as upgrade versions of normal trainer classes, Though gym leader looking like other trainer classes could simply be a matter of them being designed to fit in with the rest of the world. Also the original Jasmine doesn't strongly resemble any trainer classes from Gens 1/2.
Still the resemblance is uncanny. Also Jasmine seems to have been intended to have her white dress in early stages of HGSS. I wonder if the change was because they didn't want a gym leader to look bland compared to some rando, note that the finalized aroma lady seems to have been toned down in terms of dress and pose.
If that's the case then the whole Whitney calling Jasmine plain thing becomes meta.
