Considering the concept art It's more likely a California/Hawaii region.

The reason I say California/Hawaii, is because they're close on the map and I don't think they could base an entire just on Hawaii without it being too similar too Hoenn.
Also Southern California is not the entire state, it as a whole(+hawaii) is diverse enough to to base an entire reigon off of.
I'd imagine you'd likely start in the North(somewhere like Eureka) and travel down, and as you make your way to the LA inspiredd city in the center of the region you would take a plane or some sort of transport/surf to the hawaii based islands, then continue traveling the rest of the region in what ever arbitrary order.
I'd imagine the Pokemon League would be based on the Hearst Castle and they'd likely include frontier either where Catalina is or the OG Disneyland.
