Lasses made it as far as SwSh simply because you couldn't move the camera to upskirt them. Even in SV, the very few female NPCs that wear skirts (basically just Miriam, Tulip, and the hag sisters) are only visible in closed spaces and/or cutscenes/battles where the camera is more limited.
Realistically the only way lasses could make a comeback, is if GF dropped free camera movement or found a way around CERO's pettiness. (bike shorts under the skirt? I can make that concession, bike shorts are sexo)
