>>39429749Digimon of that era have a distinctive style so I would not think that. Even the anime art maintained the unusual proportions. Were it a Digimon it would have some kind of monstrous mouth or overt mechanical features. (Mareanie and Toxapex looks more like Digimon.)
Now if you were talking about later than 1999 I could definitely see it being a Digimon. Maybe something in the Weddinmon line.
