It was supposed to be a rare case with Normal/Dark to represent its good and bad sides in one single body. Under that concept it made sense to be "part nomal". But then they changed the beta design, the bad side diminished in importance, and typing changed the dark to psychic. It no longer made sense, but opened the pandora's box to nonsensical part normal mons coming with the next generations, the retconned typings and regional forms.
