Knowing what's under the mask is a key point for me, which is why stuff like Shygirls and Celty Sturluson never works for me. I guess it could be the idea that a mask is seen as unsightly, outlandish or embarrassing so it'd be weird for the wearer or an admirer to embrace the act rather than condemn it or make it a point to remove said mask in question because it's just unfamiliar on the character or it "ruins" them if you wanna be that guy.
Other mask fetishists have their own reasons of course and often give the mask too much power over the wearer's identity that it overtakes it and creates someone new, which is why you have some men who think a mask has such a transformative power, a man wearing a rubber mask of a woman is a fair substitute for the real thing and this has been going on for a long time.
