When i was a kid I never played the Battle Frontier. I really had no fucking clue of what to do because all the facilities asked me to have pokemon at level 100 and I just didn't want at all to grind for it. Not to mention it required you to change the entire rules I've been used to (a competitive format with set pokemon, no overlevel, no items, using unfamiliar pokes, etc) that overall made It look extremely fucking boring
As an adult playing these games the BF is fucking amazing, for the target audience the BF is a fucking confusing bore and thus why the fuck would they waste development on that when the faggot kids won't care at all
