Which desu could be one of the reasons the Kurstraw line was scrapped. Its design implies that the idea was that you were supposed to keep it a Kurstraw, keep pushing the nail in, until it was Lv 100 and thus stuck a Kurstraw, and THEN it would learn its signature move, Curse.
And then they realized that they'd have to change that fundamental property of how Pokemon leveling up worked to get that part of the gimmick to work. And rather than modifying the gimmick, they gave up with the Pokemon entirely and just gave us Misdreavus instead.
