I assume people who go out of their way to beat the strongest gym leader first do so because they want a challenge, why would they then want to steamroll the previous seven? to show they've gotten stronger? that's why trainers or wild pokemon don't scale, you're still gaining strength along with new moves that remaining at a consistent lower level wouldn't be possible to obtain

and even then the gyms still have a limit if only the weaker ones scale
the way I envision it, if you beat gym 4 first then gyms 1, 2, and 3 have their levels matched to 4's levels, not above
if you were only a few levels below four and go back and beat them it's still possible to be a equal/higher level than them if you train in-between
and if you do eight first with mons 10 levels under then by the time you get to your final one you'll probably be on-par
