B&W2 seemed to realize this and attempted to correct it by giving you N's Zorua, but in the very same game, you could catch a Riolu right at the beginning on Floccesy Ranch - long before the chance to get said Zorua.
X&Y didn't help by sticking Zoroark so late into the game (literally before the last gym) while giving you a Lucario with the ability to Mega-Evolve right after the third gym.
So basically, make Zorua fairly easy to catch on an early route and you'll see it get more popular - though it'll never catch up to Lucario.
