At that point in time a Gardevoir, or any Pokemon for that matter, would be something not quite a Pokemon, not quite a human, and quite possibly not quite either.
We also don't know whether anything in the book is remotely true or relevant or if the book was even non-fiction.
If we want massive Gardemilkers we can't look to the past, it's something we'll need to accomplish in the here and now.
