Take N.E.O for instance the most powerful character in digimons history. After he has won and combined with the universe he feels bad about it and undoes his evil actions. This multiversal character with power over time, space, gravity, etc is a slave to his EMOTIONS.
Most written fiction gives all powerful characters some internal weakness, some rule they must follow, some thing they dont control. Arceus is a true depiction of a creator god with the lake trio. It did just create time space and everything in-between for stuff to exist it created the ability for things to want to do thing and to know and feel.
