You can't, nor can anyone else, because there is no actual guideline or definition other than maybe art style. Pokemon can be whatever the fuck it wants to be, and IS whatever the fuck any given person looking at it wants it to be. No one agrees what constitutes "looking like a Pokemon;" it's the same level of non-criticism as the brainless shitters that say "looks like a Digimon." Stop being braindead.
