For all you know the foam works just like with Cyndaquil's fire, as in it can control it on or off, seeing as Froakie already had control over it's bubbles mass, obviously Greninja would too, and could create them on the surface of it's tongue, or the bubbles are under it's tongue.
The Triangular shape gives the impression of speed, becuase it's a Ninja, and origami coincides with it's Japanese origin.
And Tongue scarf is also another reference to ninja's with scarfs, see Strider
