>>22486111It shouldn't be too difficult to make gym leaders' teams scale with the amounts of badges you have. If you challenge a gym leader with 0 badges, they have two Pokémon at level 10–15; at 1 badge, three at levels 15-20, etc.
Wild Pokémon and random trainers would be more of a problem though. If handled badly, you'd end up with something like Gen 2/HGSS Kanto.
