Because it's easier said than done. You can't just take the sprite colors, plop them onto the texture, and call it a day, because that looks fucking awful. You have to try and find an in-between, where they're more vibrant, but NOT neon.
...and then you have to do that a couple thousand times, accounting for formes, shinies, genders, and of course, you also have to test them too, which'll take a while. Put simply, nobody hates themselves enough to do it.
