Focus energy kicks in the guaranteed crits, and thanks to sniper is a x2.25 boost. A slight more effective nasty plot. Then you can fire off Draco meteors, and not worry about the sp. attack drop. Sub is filler, I don't really know what else to put there.
Worth trying, or is kingdra too slow to bother with something this stupid?
