It certainly COULD be Sniper, but GameFreak isn't going to sit there and say "well, we have one crit-based ability and want this thing to be crit-centric. that's all folks!" No reason it couldn't get something new, or a totally different ability to go along with the intended crit gimmicks. look at Protean.
Look at Contrary. GameFreak can do whatever the fuck they want.
On the other hand, look at Magician. I love this thing, and I'm afraid. By animal basis and thematic concept alone it's in my top favorite Pokemon ever. I don't need it to be godkiller Uber status. I just want it to be respectable.
