Joking aside, I'm going to recommend you try Krita. It has a quick line hotkey (Hold V), brush smoothing/stabilizers and something called the "Dynamic Brush Tool", which uses a different form of stabilization. You can fiddle with the tool options until you get something that works well enough with your mouse.
You can also try doing Vector art, I can't help with that but I know it's very doable with a mouse. I'm assuming Macromedia 8 is capable of doing vector art, but I heard Inkscape is pretty decent if you need a free alternative.
