For Hemo, the process of creating a nerf or buff goes something like this:
>Find something OP/UP>Do some personal research and see if it's really that bad>If it is, include a nerf/buff/change in the next patch; if it's not broken, let it stayFor Gamefreak, who likely has an entire team in charge of balance (if there even is one and it's not just split between multiple departments), here's what it might look like:
>Employee working on team finds something OP>Brings it up to other 8 people on balance staff and attempts to convince them that this should be looked at, since it may be causing issues with tourneys>Staff has to schedule time to look at it because they're already swamped in work for the upcoming VGC tourneys for another 2 months, and multiple people have been rerouted to other departments, so it gets thrown onto the backburner>Four months later, when the Pokemon is brought up in a conference, two people on the team vehemently disagree that any change should be made, because the Pokemon in question is one of their favorites and they don't want to see a nerf>The naysayers end up appealing to a higher-up in the company saying any changes may adversely affect sales: higher-ups are too busy to respond and leave the group without any response for another month, and when a response comes it says "do whatever you want">The naysayers finally say they're okay with the nerf, as long as a few of their obscure favorites get buffs too>Repeat process for every buff/nerf>The nerf and buffs goes through... in the next generation, a year or so later, along with perhaps 5 other changes totalSomething like that. Smogon can only do so much to balance a game that the parent company themselves has effectively given up on balancing.
I may be bitter
