Lapras is based on a generic Plesiosaur. It's a vaguely Lochness monster with a shell on it's back, it's really not unlike some Dragon Quest baddies like Thaumatosaurus or Terminonatator
While Gen 1 designs can get away with simple concepts, the gen 9 mons have to have a bit more to them to make them stand out. They took the defining features of Lapras and ran with it. It's a monster that ferries, that has a people-carrying shell. As such, Laprasuperior embodies a sailing and navy theme. It still has the shell, though even bigger, but now It also has an anchor for a tail, its arms look like paddles, its shell is arranged like a hull and a set of chimneys - It's a one-man cruise.
It's a creature that has evolved specifically to sail people in the most effective manner possible. The way a Lapras would realistically evolve. The perfect Plesiousaur.
