I've been replaying Emerald and I'm trying to catch a competitive Rayquaza. I've been hard resetting for days and I've come across an okay one, but I'm not quite convinced.
It has a Lonely Nature, which is okay because I intend it to run Overheat for coverage.
It's got 31 Att IV's, 21 Speed, and 25 Defense; but it's HP is only 3, Sp Def is 0 and Sp Att is just 9.
