I'm just gonna come out with my prediction while the presses are still hot:
Unless this is a bait, this all but confirms that Teddiursa/Ursaluna will be the November Community Day Pokémon. What I think will likely happen is that High Horsepower will be the strongest DPE*DPS ground-type charge move in the game at roughly 70 DPE*DPS, but they won't give it a ground-type fast move. Why would they do this? Two reasons:
• Adding HHp as a ground-type clone of Psystrike (DPE*DPS = 70.43), the normal variant of Ursaluna is stronger than current Groudon and the best ground-type attacker as the shadow variant against something like Typhlosion (mono fire-type), and the shadow variant has slightly worse DPS but twice as much TDO as Shadow Mamoswine against Heatran (fire/steel-type).
• It still shakes up the ground-type attacker meta while still allowing for Pokémon like Krookodile, Golurk and/or Mudsdale to slot into the meta latter on/overtake it (they literally did this to Flygon with Earth Power).
