He does not do well with winter or anything cold, so in a sense, he's kinda suffering from being surrounded by ice types, but he still cares for his Pokémon and powers through even if his nose is congested and he can't feel his fingers.
More and more female ice types took a liking to him and how pathetic he is, thus forming the Frozen Maidens. While they like him, they're cold or indifferent to others unless the gym leader pleads them to give a random person a chance.
Weavile and Froslass fight for the gym leader's attention
The gym trainers are women and the puzzle consists of you making the best hot cocoa that can unfreeze/melt the gym leader out from his glacier prison
