Dexcut exists so they can
1. Make money off of a subscription service
2. Use the missing Pokemon as a selling point for otherwise lackluster DLC.
>Please ignore how the DLC is only 4 hours and lacks any sort of postgame facility, or that the game still runs like hell, or that raids are broken, laggy and horribly coded and prone to crashing...look, now you can get all the starters!
Any other reason for trying to explain the dexcut is 100% cope. At this point in time there are not even 50 Pokemon that haven't been on at least one Switch title, Gamefreak can easily have all the missing Pokemon in a single game, but they have no actual financial incentive. It's greed all the way down.
Gamefreak/TCPI is having "internal discussions" because the SV launch was so hilariously bad it managed to overshadow all the fucking money they were making, the next Pokemon game is going to have all the flaws SV did, but maybe run 20% better, and twitter will cheer and clap and say they listened and are improving while the games remain devoid of content outside of shiny hunting and raids which barely work.
