Unless you're only talking about pure Ice-types. Monotypes are generally shit, though, so that doesn't really say a lot.
As for downsides, it would need to freeze both the user and the target. The Frozen status would also need to be retconned to provide a temporary 50% boost to both Defenses for afflicted Pokemon.
