Everything is different and everyone gets paid differently.
You don't just pay someone in the games industry to "develop" something. You hire coders, designers, composers, etc. The same applies for fangames.
A script won't cost the same as a music track. A map won't cost the same as those two, and even something like making a map you need to find tilesets, spriters, etc.
Of course, some people will work for free and volunteer but money makes the world go round.
