Just because Glodemon and WarGreymon fought side by side does not make them equally strong. Its like claiming Invincible and Spiderman are equally strong because they fought side by side in the crossover. If anything Appmon are shown to be 100 time stronger than Digimon.
Pokemon like Celebii suppress their true strength so they does not end up destroying anything. We already seen what happen when Celebii stops holding back on Movie 4.
