If you want examples of recent rarer cards with really good art check out non full art kyogre EX/groudon EX/ colourless rayquaza EX with art done by Ryota Murayama. As for the increased power/HP, I'd assume that's just the result of them trying to create more powerful, flashier cards to make new stuff seem more exciting, which results in a steady power creep. Doesn't really make that much of a difference though when it's all balanced out. Check pokebeach for more info about recent sets.
