Blanket cover on Psychics since they can influence minds, but the bird/dog trio and similar roamers probably rely more on being reclusive. The "God" type legendaries should straight up just be myths that either lay in slumber or stay in their own realms (Distortion World) and cut off from 99.99% of all humans.
Lake guardians, Celebi, Mew, all seen the most likely to change form into a child or young adult and actively engage as guides for certain trainers in times of need.
