This kind of imperfect method ensures that it's not a guaranteed smooth experience for shiny hunting which all future methods lack. By those metrics it definitely does fit the criteria of complex and high effort especially considering the alternative would be random encounters. For any future methods they need to offset the opportunity cost with difficulty otherwise the payoff doesn't feel anywhere nearly as rewarding. At this rate we're gonna get cosmetic variants of pokemon as microtransactions to eliminate any and all effort in getting them. Hell, we're half way there with how shinies get distributed in events. I get that some people just want cosmetic variants to be able to customize their pokemon, but there needs to be a clear distinction between what is earned and what is bought. In a perfect world pokemon cosmetic customization would be a side option obtainable through in-game unlocks but still keeping certain variants or qualities only unlockable through brute force autistic effort.
