Off the top of my head, you see can see/evolve Ratatta, Weedle, Kakuna, Beedrill, Caterpie, Metapod, Butterfree, Bellsprout, Poliwag, Pidgey, Pidgeotto, Slowpoke, Gastly, Geodude, Jigglypuff, Spearow, and Zubat before the FIRST gym.
Sneasel and the rest of the pokemon you're talking about can be found in the safari zone in HG/SS
